First, you shouldn't set the RAM usage to 100%. Not saying that caused it by any means but if you were to solve the error, setting it high could just cause problems on it's own. Maybe you searched the wrong item or may you just mistyped that in your post but it's something to consider. If nothing else, have you tried reinstalling photoshop? It may be your best bet.
