High Quallity is very helpful. Low quality images will often come out grainy and look really badly despite what you do to it. I don't see the Christina pic so I don't know what to say about that. This picture of avril is essentially a poorly done cut out of her likely using the Pen Tool. There are many tutorials on using the pen tool, found online. Then There is likely a brush applied in the background with yet another pic of her behind that and faded out. There are black > Transparent gradients on top of her giving that fading effect at the waist, and then test over layed on top, with some sort of lighting effect on the left side of her head. That's really all there is to it, hope it helps.
